Thiruvananthapuram, January 22: Kerala is corruption free, tops in law and order and also more focus of will is given to energy conservation, water management says with the Governor of Kerala P. Sathasivam while delivering the customary address at the commencement of the Assembly session.

The house will commence sessions for a period of 11 days. After the Governor's address, three days will be devoted to the motion of thanks to his address. The state budget will be presented by Finance Minister Thomas Isaac on February 2.

However, Governor said the experience highlights the need to address environmental concerns as a key factor in determining developmental priorities. He said the government is committed to providing support to all the affected families and the central aid received will be well spent to provide support and enhance capabilities in the coastal belt. Governor hailed the state’s rescue mission during the Ockhi cyclone tragedy.

 

The Governor said the government has made significant achievements in many fields over the last year and have taken every effort to live up to the expectations generated by the people. Kerala became the first Indian state with high population density to become Open Defecation Free. Governor added the government is planning to provide an insurance programme for cattle and cattle owners since the animal husbandry sector plays a pivotal role in the socio-economic development of Kerala.

He said new programmes will be implemented for bettering education sector and said minimum wages shall be ensured in schools including unaided school. Kerala is the state that has the highest position in the human development index. Rs 1392 crore worth project was formulated for the development of 370 schools.

Model police stations will be set up in all districts and a new act will be legislated for this, Governor added. Opening employment opportunities for transgender is an achievement of the state. For proper implementation of National Food Security Act, a Social Audit Advisory Committee and Social Audit Society are being planned.

In order to standardize and enhance the quality of health care, the government will implement Clinical Establishment Act, the Governor said. Building a state of the art forensic laboratory will also be a priority. He added that the government's proprieties include reduction and prevention of crimes against women and children through the application of technology.
