Highlights of CM Raman’s progressive budget for all sections of society

Raipur, February 12: Presenting an inclusive development budget for the 12th consecutive year in Chhattisgarh Assembly, and in his third term as Chief Minister and holding the Finance portfolio of Chhattisgarh, Raman Singh tabled the state budget in the House.

The budget 2018-19 amplifies empowerment, development and welfare of farmers, youth, women, SC and ST and the people of different categories in society through various welfare schemes.

 

The estimated budgetary allocation made for the year 2018-19 is Rs 83179 crores which is approximately 9.4% more than previous year.

Expressing his concern for farmers, agriculture sector and irrigation facilities, Chief Minister told the House that allocation of Rs 13,480 crores has been made for overall agriculture sector which is 29% more than the previous year.

Highlights of Agriculture Sector:

He further said, Agriculture department budget has been raised by 95% to 4,452 crores which includes as follows-

• 2,107 crores for paddy bonus,

• Rs 184 crore for interest free short term agriculture loans,

• Rs 136 crores for the premium Pradhanmanti Fasal Bima (PMFBY),

• Rs 365 crores for components of Green Revolution under National Agriculture Development scheme and others.

Highlights of Irrigation Sector:

Allocation made for Irrigation Sector are as under-

• Irrigation Sector is Rs 2975 crores,

• Irrigation projects is 2518 crores. This includes Rs 946 for major irrigation projects like

a) Arpa-Bhainsajhar Project – Rs 285 crores

b) Mahanadi Project – Rs 255 crores,

c) Sondhur Project- Rs 90 crores

Medium Irrigation Projects – Rs 655.50 crores

Minor Irrigation Projects- Rs 86.40 crores

• Sour Sujla Yojna is Rs 631 crores,

• Krishi Samagra Vikash Yojna is Rs 93 crores,

• for the bonus of Sugarcane farmers Rs 40 crores,

• for NABARD sponsored Minor Irrigation Rs 93 crores,

• integrated Horticulture Development Mission Rs 130 crores,

• for Krishak Jyoti Yojna Rs 2975 crores,

• Rs 1.32 crores allocation for the construction of 10 new veterinary hospitals,

• for the rescue of distress cattle 108 like ambulance services should be started

• for the merger of cooperative banks into Apex bank is Rs 5 crores

• for Pradhanmantri Krishi Sinchayi Yojna- Rs 245 crores

Food Sector-

Chief Minister has made a budgetary allocation of Rs 2,770 crores under Mukhyamantri Khadanna Sahayata Yojna. For distribution of horse gram distribution in tribal areas allocation of Rs 450 crore has been made. Other allocations are as under

- For salt distribution Rs 100 crores

- For Sugar distribution on subsidized rates - Rs 200 crores

Health Services

Chief Minister amplified his concern towards the health facilities provided in the state to the people of Chhattisgarh including elderly people and journalists and common men. In order to enhance the quality health services provided to old age people and journalists he announced additional health insurance of Rs.30,000 for them. He also announced various budgetary provisions for improvement of health services in the state are as under-

- Chief Minister made budgetary allocation of Rs 131 crores for Mukhya Mantri Swasthya Yojna

- For National Health Insurance Scheme - Rs 315 crores

- For the improvement of state health services which include creation of 268 posts in health services – Rs 9 crores

- For the construction of 50 bedded Hospital in Devbhog and 100 bedded Hospital in Raigarh- Rs 2 crores

- For availability of pathology, radiology and other health related investigation pathology provision made – Rs 30 crore

- For National Health Mission- Rs 1,011 crores

- Sanjeevani Kosh – Rs 56 crores

- Mitanin welfare funds – Rs 101 crores

- New budgetary allocation says now Mitanin will get 75% additional promotional funds for providing health services

- For the modernization and construction work of medical colleges of Raipur, Rajnandgaon, Bilaspur, Jagdalpur, Ambikapur and DKS Super Specialty respectively – allocations made are - Rs 68.62 crores and 50 crores

Labour

For the welfare of labourers especially working in unorganized and organized sectors budgetary allocations has been made. For organized sector it is now of Rs 29.25 crores earlier it was Rs19.25 crores.

In order to avail cashless medical facilities under ESIC to the registered members, CM made announcement of making budgetary provision of Rs 10 crores.

To provide job facilities to the weavers engaged in Handicraft and Cottage Industry budgetary provision of Rs 9.94 crores has been made.

Woman and Child Development and Welfare

In order to provide nutritious food to the pregnant women, adolescent girls and children through Anganwadis an allocation of Rs 735 crores has been made.

Provisions were made in the budget to increase the wages of Anganwadi workers and Anganwadi Sahayika by Rs 1000 and Rs 500 respectively. According to new provisions Anganwadi workers and Angawadi Sahaiykas, and Mini-Anganwadi workers will receive Rs 5000, Rs 2,500 and Rs 2750 respectively.

Under Pradhan Mantri Matra Vandana Yojna a provison of Rs 100 crore was made.

Rs 525.92 crore has been provided under ICDS Yojna.

And other allocations are as under Mahatari Jatan Yojna the allocation is of Rs 25 Crore, Noni-Surksha Yojna – Rs 30 crores, Mukhya Mantri Kanyadan Yojna- Rs 13 crores, Sabla Yojna Rs 33 crores, budgetary provisions made for availability of sanitary napkins in schools and colleges

Youth Development

For the construction of 7 new ITI in Sitapur, Ambagarhchowki, Narharpur, Bakawand, Naryanpur, Bhairamgarh, and Konta an allocation of Rs 4.92 crores made.

For the construction of 50 seats Government Polytechnic colleges at Bhatapara and Sukma a budgetary provision of Rs 1.5 crores has been made.

For the distribution of 17000 laptops among students (boys and girls) a budgetary provision of Rs 60 crores has been made under Chhattisgarh Yuva Suchna Kranti Yojna. Allocation of Rs 25 crores for IIIT and construction of CIPET building allocation is Rs 2.5 crores.

As per the new budgetary provision more than 30 colleges will be opened in the following districts Sargua, Gariyaband, Jashpur, Surajpur, Korba, Kanker, Koriya, Rajnandgaon, Kabirdham, Mahasamund, Durg, Dhamtari, Balod, Balodabazar-Bhatapara, Janjgir-Champa, Mungeli, Raipur.

Budgetary provision of Rs 7 crores has been made for the construction of 100 ramps for specially abled children in schools.

In order to encourage sports activity in youth 30 Mini Stadiums will be constructed in the state having with budgetary provision of Rs 30 cr.

Under ‘Ek Bhatart Shrestha Bharat’ Naveen Yojna Rs 3 crores have been proposed.

To encourage tourism related activity, a resort will be constructed in Dongargarh with a budgetary provision of Rs 20 lakh.

Education

Chief Minister Raman Singh highlighted his commitment towards improvement in Education sector. He underlined his feelings towards this sector by providing maximum budgetary allocation of Rs12472 crores this year. These budgetary provisions include construction of school buildings, development of e-Vidya software for technical education, mid-day meal, salaries of Sikshakarmis, availability of safe drinking facilities in schools and others.

These allocations are as under –

Construction of school buildings – Rs 34 crores (Primary- 40, Secondary-25, High School- 100, Higher Secondary – 50)

Development of e-Vidya Software and making of educational material under Virtual Education Project - Rs5.47 crores

Sarva Siksha Abhiyaan- Rs 1500 crores

National Secondary Campaign- Rs 674 crores

Mid-Day Meal- Rs 599 crores

Free Distribution of Text books- Rs 110 crores

Wages and Salaries of Sikshakarmis- Rs 3500 crores

Facilitation of Drinking Water in schools- Rs 10.88 crores

Tribal Development

The Chiefminister has always held a deep rooted affection and concern for the tribal section of the society and has taken firm steps towards enhancing the quality of their life with some telling measures.

To empower the SC/ST and to bring them at par with the society, provision of 20 thousand 645 crore has been kept.

Minimum support price will be provided on the support price of minor forest-produce. This benefit 20 lakh families related to the forest-produce collectors

Under Mahti scheme, 663 hostels will be constructed. This will receive financial help from outer assistance schemes like Nabard, DMF. 130 cr is provisioned in budget for the same.

Addressing the difficulties faced during verification of caste certificates due to varied pronunciation, government decided to validate 19 different pronunciations of 5 caste-group. This decision eased up the caste-certifying process.

Post-matric scholarship of OBC students has been increased upto Rs.2500. It has provision of 12 crore. This will benefit 2.5 lakh students.

Provisions of 266 crore for Vivekanand Gurukul Unnayan scheme, 170 crore for State Scholarship scheme, 162 crore under Section 275(1), and 270 crores for Special Central Assistance sponsored scheme

Apart from these the CM made several announcements in his budgetary speech for the development of Industry, Power, Forest and many others which would enhance the importance of Chattisgarh within the national scenario. The proposed budget for 2018-19 was received with great appreciation from various Industry leaders and sections of the society.
