Assam tables ‘Non Govt Educational Institutions’ bill to regulate fee structure of private institutions

Guwahati, April 3: In order to make provision for fixation of fees for non-government educational institutes, Assam tabled ‘The Assam Non-Government Educational Institutions (Regulation of Fees) Bill, 2018 in Legislative Assembly.

 

‘The Assam Non-Government Educational Institutions (Regulation of Fees) Bill, 2018, seeks to make provision for fixation of fees for the non-government educational institutions in Assam.

Parliamentary Affairs Minister CM Patowary introduced the Bill in the House on behalf of Education Minister Himanta Biswa Sarma.

As per the statement, “The objectives to introduce the Bill… is to make provision for fixation of fees for the non-government educational institutions in the State of Assam and the matters connected therewith and incidental thereto. As there is pressing demand from various individual guardians of the students and the associations for fixation of fees of the non-government educational institutions… it has been decided to constitute Fee Regulatory and Fee Revision Committee to fix the maximum fees to be charged from the students/guardians of these institutions.”

As per the document, non-government educational institutions means “schools established and run by an individual or association of individuals or any non-government organization or society or trust, except the schools established and maintained by minorities under clause (1) of Article 30 of the Constitution of India and imparting education at primary, middle, secondary and higher secondary level without receiving any grants-in-aid from the State Government which have been registered under sub-section (1) of section 6 of the Assam Non-Government Educational Institutions (Regulation and Management) Act, 2006…”

As per the provisions of the Bill, the government shall constitute a Fee Regulatory Committee for the purpose of determination of the fee for any standard or course of study in non-government educational institutions.

The committee will comprise of a retired District or Sessions Judge or a person who had been a member of the All India Service, one Chartered Accountant, one Civil Engineer or government approved value, the Secretary of Assam Higher Secondary Education Council and Board of Secondary Education, one representative from the non-government educational institution management, and one academician of repute.
