With this, the ranking of the states has shown an unexpected result with Andhra Pradesh outperforming 28 other states and seven union territories in the 2016-17 financial year as far as the ease of doing business within a state is concerned.

The rankings were published by the Department of Industrial Policy & Promotion (DIPP), which is under the commerce and industry ministry. Aiming at triggering competition among states, the publication ranking intended to attract investments and improve the business climate. The rankings, jointly prepared by the World Bank and DIPP, serve as a check-list of sorts for evaluating states on a 340-point Business Reform Action Plan, between the period of July 2016 and July 2018.

The ministry released the latest ranking of states and UTs under the Business Reform Action Plan (BRAP), 2017.

The evaluation under the BRAP 2017 is based on a combined score consisting of improvement score that is based on evidence uploaded by states and UTs and feedback score that is based on response garnered from the actual users of the services provided to the businesses.
