For the implementation of 10% quota, 25% more seats in higher education; another step towards “Nobody left behind”

New Delhi, Jan 17: After the revolutionary decision of 10% reservation for an economically backward non-reserved class, Union Government took another step in this matter.

The Union Minister for HRD, Prakash Javdekar said on Tuesday, the 10% quota for the economically backward section will be applicable to all higher education institutions, Private or Government- from the upcoming academic year.

Further, he added, the quota will be implemented in 40,000 colleges and about 900 universities without touching existing quota for SC/ST and OBC.

While implementation of this quota, the increase around 25% seats in higher education institutions and universities across the country for its implementation without effect on existing reservations for others.

Mr. Javadekar informed that the decision was taken at a meeting of officials from the ministry, University Grant Commission (UGC) and All India Council of Technical Education (AICTE).

He also mentioned that "The modalities are being worked out and within a week's time we will have the exact number of seats that will be added. The operation manuals about how to implement the quota will be issued soon. The colleges and universities will also be asked to mention the quota in their prospectus as well and make infrastructural arrangements accordingly.”

With the Constitution (103Amendment) Act, 2019, the 10% quota bill was passed in both Houses of Parliament last week. After receiving the Presidential assent, the government informed the amendment bill in its official gazette.
