New Delhi, September 8: Today the Civil Aviation Ministry released the ‘No Fly List’ along with the defined levels which categorize the ‘unruly’ behaviour like verbal abuse, physical abuse and life threatening comments. Also one will compulsorily need to give the number of any of the following IDs- Aadhaar, driving license, and passport or Pan number while booking a domestic ticket.

Minister for Civil Aviation Ashok Gajapati Raju tweeted saying that "Passengers with unruly physical gestures, verbal harassment, and unruly inebriation will have to face ban up to 3 months."

The motive behind the No-Fly List is safety and security of passengers, which is our priority, said Jayant Sinha, MoS Civil Aviation.

The released ‘No Fly List’ has been categorized into three levels:

  1. The first level of the violation includes disruptive behaviour such as physical gestures, verbal harassment and unruly behaviour because of inebriation. This level of offence would carry a flying ban of three months.
  2. The second level relates to physically abusive behaviour such as pushing, hitting, grabbing, inappropriate touching or sexual harassment. Such actions could attract a six-month ban.
  3. The third category pertains to life threatening behaviours such as damage to aircraft operating system, physical violence and attempted breach of flight crew compartment. In such instances, the ban could be for two years or an indefinite period.

The decision will be taken by an independent committee under a retired district Judge within a period of 30 days of the alleged offence. The no-fly ban will be in addition to any statutory legal action that can be taken against the offender under existing laws.
