New Delhi, January 8: In crucial decisions today, the Union Cabinet approved conferring status of Institution of National Importance to cluster of Ayurvedic institutions at Gujarat Ayurved University campus in Jamnagar. The Cabinet also approved in-principle strategic disinvestment of equity shareholding in Neelachal Ispat Nigam Limited.

The Cabinet has approved capital grant as viability gap funding to Indradhanush Gas Grid Limite for setting up the North-East Natural Gas Pipeline Grid. Quantum of viability gap funding will be capped at 60% of estimated project cost; Gas pipeline would be developed in 8 states of north east; this will lead to development of industrial climate in these states and improvement in standard of living of people in the region. Total length of pipeline is 1656 KM and tentative project cost is Rs 9265 crore. As per the plan, Gas Pipeline Grid would be developed in the eight states of the North-Eastern region. 
 
Cabinet approved promulgation of Mineral Laws(Amendment) Ordinance 2020. The Ordinance will amend Mines and Minerals(Developmment and Regulation ) Act 1957 and Coal Mines(Special Provisions) Act 2015. This will speed up the process of implementation of projects, ease of doing business, simplification of procedure and benefit all the parties in areas where minerals are located. 
 
 
Cabinet has also approved an MoU between India and the United Kingdom for enabling energy self sufficiency for Indian Railways. Besides, Cabinet approved ratification of Migration and Mobility Partnership Agreement between India and France. Agreement was signed in March 2018, is valid for 7 yrs and incorporates provisions for auto- renewal. 
 
Cabinet has given its approval for an Agreement between Government of the Republic of India and Government of Mongolia on Cooperation in the Exploration and Uses of Outer Space for Peaceful and Civilian Purposes. The Agreement was signed at New Delhi on 20 September 2019 during the state visit of the President of Mongolia to India. This Agreement shall enable pursuing the following potential interest areas of cooperation such as, space science, technology and applications including remote sensing of the earth; satellite communication and satellite based navigation; Space science and planetary exploration; use of spacecraft and space systems and ground system; and application of space technology.
 
 
 
Cabinet has been apprised of the Agreement on cooperation in polar science between Ministry of Earth Sciences (MoES), India and Ministry of Education and Research, Sweden. 
India and Sweden are both signatories to the Antarctic Treaty and to the Protocol to the Antarctic Treaty on Environmental Protection. Sweden as one of the eight "Arctic States" is one of the Member State in the Arctic Council whereas India has the Observer Status in the Arctic Council. Sweden has a vigorous scientific program in the Polar Regions, both in Arctic and Antarctic. India likewise, has sustained scientific research programs in both the Polar Regions as well as in the oceanic realm. The collaboration between India and Sweden in polar science will enable sharing of the expertise available with both Countries. 
 
 
 
Cabinet has been apprised of information about the amendments moved to the Motor Vehicles (Amendment) Bill, 2019 as passed by the Rajya Sabha. Amendments will ensure concurrence of the State Governments while formulating National Transport Policy and making schemes for national, multimodal and inter-state transportation of goods and passengers by the Central Government.
