The clothes will be distributed at a subsidised rate of ₹ 10 per dhoti/lungi and ₹ 10 per saree. The ruling party in power Jharkhand Mukti Morcha has taken the decision in accord to the promise of providing dhoti and saree to the needy mentioned in their election manifesto and kept their promise.

Antyodaya Anna Yojana (AAY) is a step in the direction of making Targeted Public Distribution System (TPDS) aim at reducing hunger among the poorest segments of the BPL population, launched by the NDA government on 25 December 2000. Thus, the scheme has a list of beneficiaries of the Antyodaya Yojana as well as similar schemes to be implemented by the government targeting the poorer section of the society. Once a family has been recognized as eligible, they are given a unique "Antyodaya Ration Card". The card, also called the PDS yellow card, acts as a form of identification, proving that the bearer is authorized to receive the level of rations the card describes. Hence, the Jharkhand state government will be benefiting the eligible families for the clothing to be provided under the AAY.
