New Delhi, Jan 16: The Union Govt has launched the third phase of Pradhan Mantri Kaushal Vikas Yojana, on Jan 15. The third Phase is to be implemented by the Ministry of Skill Development and Entrepreneurship. Government will start skills training in 600 districts across all states barring four under the Pradhan Mantri Kaushal Vikas Yojana-3.0, followed by a five-year PMKVY in 2021-22 with an enhanced target of skilling 1.5 crore individuals from the youth.

Under the third phase of Pradhan Mantri Kaushal Vikas Yojana, 729 Pradhan Mantri Kaushal Kendra are to be established and more than 200 ITIs are to be rolled out under Skill India mission. This will build a robust pool of skilled professionals. Pradhan Mantri Kaushal Vikas Yojana 3.0 is to train more than 1 lakh candidates for a period of one year with an investment of Rs 950 crores.
 
 
Initially, in the second phase of PMKVY launched in 2015, training centres were provided for short term training to candidates who were school or college dropouts or unemployed. The training was provided according to the the National Skills Qualification Framework. The curriculum mainly focused on entrepreneurship, soft skills, digital literacy. Secondary emphasis of PKMVY 2.0 was aligning the competencies of the unregulated workforce of the country to the National Skills Qualification Framework. The special projects of the phase consisted of those projects that may require certain deviation from the terms and conditions of the short-term training under Pradhan Mantri Kaushal Vikas Yojana.
 
 
The phase 1 of Pradhan Mantri Kaushal Vikas Yojana was launched as National Skill Development Mission in 2010 and consisted of three institutions; Prime Minister National Council on skill development, National Skill Development Corporation and National Skill Development co-ordination board. The primary focus of the first phase was to provide training to class 10 and class 12 dropouts. The National Policy on Skill Development had set a target of skilling 50 crore people by 2022.
 
 
Under the third phase of the scheme, the govt will train 8 lakh candidates over next three months with an outlay of Rs 948.90 crore, specifically concentrating the focus on Covid-related skills. According to the plan, the Centre will strengthen District Skill Committees to identify and cater to local skilling needs under the scheme which will be based on demand. Since some of the states including Himachal Pradesh, Chhattisgarh and West Bengal have not granted permission for skills training either due to COVID related restrictions or local elections, some states will be excluded from the implementation of the of the third phase of the scheme.
