Speaking at the webinar, Secretary Durga Shankar Mishra said, Swachh Survekshan is a competitive framework to encourage cities to improve the status of urban sanitation while encouraging large scale citizen participation
He added the survey has led to a spirit of healthy competition among cities and towns. He added the journey which was started in 2016 with only 73 cities has now grown up to 4,242 cities in 2020.

He asserted, that cities have been regularly filling in their data, updating their progress in the MIS along running several citizen-centric campaigns in preparation for Swachh Survekshan-2021. More than 2,000 assessors will go on the field to assess the performance of cities this time.

The Swachh Survekshan framework is redesigned innovatively every year, to ensure that the process becomes more robust. MoHUA first introduces the Swachh Survekshan campaign in 2016. It was launched as a competitive framework in a bid to encourage the cities to improve their status of urban sanitation. It also encourages the citizens to participate on a large scale.

This year's SS- 2021 indicators will focus on parameters about wastewater treatment and reuse along with fecal sludge. Similarly, the crucial issues of legacy waste management and remediation of landfills have also been brought to the fore in this edition of Survekshan.

According to the ministry statement, this time Swachh sarvekshen would also be ranking districts (based on the performance of their cities). MoHUA had previously stated that state ranking will also be announced under the survey and will be measured based on their fund utilisation and support to respective local bodies, among others.
