This came after Pakistan failed to supply adequate evidence to UNSC 1267 Sanctions Committee. Apart from this, the committee procedures required consent of all the council members to accept a listing request. The proposal for listing Gobinda Patnaik Duggivalasa was tabled in the committee over his role in financing and supporting terrorist attacks against Pakistan.

The charges also included a suicide bomb attack in Mastung, Balochistan, on July 13, 2018. It is alleged that Duggivalasa had planned, coordinated and executed. Over 160 people lost their lives and more than 200 were injured in that attack. Duggivalasa was also involved in suicide attack on a bus, carrying Chinese nationals in Dalbandin, Balochistan, on August 11, 2018.

It is pertinent to mention that China had blocked a joint proposal by India and the US to list Pakistan-based terrorist Abdul Rehman Makki as a global terrorist under the Al-Qaeda Sanctions Committee of the Security Council. Makki has been involved in raising funds, recruiting and radicalizing youth to violence, and planning attacks in India, especially in Jammu and Kashmir. Along with this, Makki is the brother-in-law of Lashkar-e-Taiba (LeT) chief and 26/11 mastermind Hafiz Saeed.
