Narayanan was a prominent liquid propellant engine scientist at the Indian Space Research Organisation(ISRO), and was framed in a false spying case. On the Supreme Court's orders, pre-arrest bail petitions of those under investigation by the agency were heard anew.

The CBI stated that the case diary would be released on Tuesday to support its theory that Nambi's detention was part of a suspected international conspiracy to accuse ISRO scientists in a spy case.

Custodial interrogation of the accused in the frame-up is required, and hence they should not be granted anticipatory bail, according to the agency. Narayanan was framed in a spying case that said that he sold cryogenic engine technology to Pakistan through a Maldivian national.

Despite being cleared by a CBI court and the Supreme Court in 1998, he spent 50 days in jail with colleague scientist D Sasikumarand four others.

Since 1994, the rocket scientist has fought legal fights to clear his name in the case, then for compensation, and now for action against the police officers who had implicated him. He has alleged in his books that the conspirators being investigated now were working in collaboration with the American espionage agency, the Central Investigation Agency(CIA) to stall India’s space programs.
