Raj govt that is facing extreme anti-incumbency and fear to lose the election this year brought a Right to health, Bill, on 21st March.
 

Rajasthan Health Bill 
In other freebies schemes, people get stuff for free n later Govt to pays staff providers on behalf of the public but in those cases, big companies are involved. Like Oil companies, Fertilizer companies, and electricity companies.
 
But the Raj RTH bill is very unique it involves all big and small hospitals here public will get everything free, the Price will be paid by all hospitals small or big (later they will be reimbursed) and Govt will get votes.
 

Rajasthan Health Bill 

Let me explain what is this bill :

  • This bill says getting medical treatment in an emergency is a legal right of the Public
  • But providing emergency medical treatment is not the responsibility of only govt its responsibility of Pvt hospital also
  • The Act allows any person in Rajasthan to receive a consultation, transport, medical care, and diagnostics in an emergency in any private or govt hospital

Emergency treatment includes:

  • Accidents
  • Animal bite
  • Complications in pregnancy
  • Any emergency defined by the state health authority
  • In an emergency, U can go to any hospital n u don't need to submit any advance payment of money
  • Now this is interesting, even after treatment at a private hospital, if u can't pay, no worry, U simply say no. the state government will reimburse the hospital for the cost incurred
  • A patient also has the right to choose where to procure medicines or get a test done, its good
  • Its compulsory for a private hospital to provide emergency treatment in areas where government hospitals cannot provide the service
  • For any violation under Act, a hospital or doctor will be liable to pay a fine of Rs 10,000, which increases to Rs 25,000 for subsequent violations
  • The law also says to create district health authorities and a state health authority.
  • These authorities can inspect hospitals and clinics, and act as grievance redressal systems if complaints arise (Though Gehlot didn't make any budgetary provision for these authorities)
  • The Act also says that no hospital or doctor can approach any court against a decision
  • of the health authority that is “taken in good faith”. Now what is this good faith, I don't know
  • So these r some silent features of the act.

Now why Doctors are opposing it -

  1. The government is shifting its responsibility to private doctors – and it is doing at gunpoint.
  2. The Act allows any patient to demand treatment, and complain against doctors and the authority can then take arbitrary decisions and they don't even go to Court.
  3. It will increase the cost of Pvt hospital coz they have to go free service to patients, later it will be reimbursed.
  4. We all know corruption in the system, when it will be reimbursed? no one knows, how much bribe will have to pay for reimbursement, can't say and it will also increase interference of bureaucracy in Pvt hospital.
  5. Mistrust between patients and doctors will widen if the Act is not properly implemented Doctors all over India are demanding to withdraw this bill. Govt withdrawal or not, we will know in the future but due to this bill, all medical services of Rajasthan are on halt.
