 New Delhi, Oct 10:  A private google doc has gone viral on the social media with the claim that it is the leaked toolkit for the Jantar Mantar 2 protests of the Cockroach Janata Party that was circulated to the core members of CJP through the Signal messaging app and dark web. A look through and one will wonder whether they are instructions to a group of peaceful protestors or instructions given to a military unit before going for an ambush campaign.

This is why many strategy enthusiasts could not help compare the document with various global protest toolkits published in the 1st half of the year 2026. At least 10 leaked regime change tool kits made by various foreign organisations with complete road maps for a protest and how to tackle the police and other law agencies, how to manage media and how to create victim card narratives have gone viral earlier this year. The enthusiasts observe the pattern followed by the Cockroach Janata Party has striking similarities with three toolkits _ 1) Protest Toolkit by the International Rehabilitation Council for Torture Victims (IRCT), UC Berkeley School of Public Health & Omega Research Foundation, 2) Power in Protest by the Autistic Self Advocacy Network (ASAN) and 3) Challenging Repression: A Guide to Addressing the Misuse of Police Weapons in Protests - United Against Torture Consortium / Omega Research Foundation.

The alleged leaked CJP toolkit instructs the core members on a variety of aspects right from what they should wear and what they should carry to how they should manipulate media.

The toolkit recommends protestors to wear clothes with belts and tie your hair and wear bandana. Use of this attire is peculiar when it comes to physical street fights. Belts are preferred for two reasons  firstly to prevent pants or skirts from slowing you down by slipping and secondly to use it like a leash to whip or to tie up the opponent. If one is planning to participate in a peaceful protest, he has none of these. Similarly bandana or headscarf is used in streetfights to ensure that the opponent does not make you vulnerable by grabbing and pulling you by hair.

The toolkit recommended carrying fruits and protein bars while participating in protest. Remember Ajmal Amir Kasab and other terrorists involved in the 26/11 terror attack carrying dry fruits on them to eat while they carried out the attack? Another instruction given, especially to female protectors, is to carry pepper spray? Why? To attack the policemen on security arrangements?
 
 
The protestors were asked to remain at least in a group of three and to take care of people in your group, and coordinate with others if anything happens. They were told to ensure that one member of each of the groups kept on recording and that all members take turns to record. They were also advised that in case of any confrontation, the person recording should move two steps back to keep recording. All these precautions to prepare a huge number of clips to be circulated through social media to play the victim card if the police take action against the unruly mob.

To make it difficult to ensure that the protestors are able to communicate with each other even when internet service is not available, they were instructed to use the BitChat app. In case the app is removed from the Play Store, assistance in getting the apk version through the Signal messaging app was also offered.

When one reads these instructions, two things become crystal clear _ firstly, the CJP planned to hold the National Capital for ransom for a long time and secondly, the protests were not meant to be non-violent. Instead, the organisers intended to encourage the protestors to instigate policemen on security duty, ensure that they will have to use force and then play the victim card. This is a time tested methodology used world-wide to spread unrest and cause anarchy.
