The Yogi Adityanath-led Uttar Pradesh government has introduced revised guidelines for verifying the character and past conduct of candidates selected for government jobs. The policy could affect candidates involved in violent protests and serious criminal cases, while making background checks a key part of the recruitment process.

A government order issued by the state’s Personnel Department in October 2026 consolidates earlier instructions on character verification and lays down a framework for appointments across government departments and other public institutions.

The order refers to existing government directives dating back to 1958 and subsequent amendments. It also cites Allahabad High Court cases concerning verification requirements and the need to frame updated guidelines in line with the Central Reserve Police Force’s verification policy.

Serious offences and criminal background under scrutiny

Under the recruitment policy, candidates’ criminal antecedents will be examined before their first appointment. The reported restrictions cover serious offences, including murder, rape, examination paper leaks, examination malpractice rackets and cyber fraud.

Candidates involved in violence during protests or public movements could also face disqualification under the policy. Applicants are expected to disclose relevant information about criminal cases, and concealing such details may lead to the cancellation of an appointment.

The verification process is intended to help authorities assess candidates’ suitability for public service before confirming their appointments.

Provisional appointments and character verification

The guidelines address the process of issuing appointment letters while character verification is pending. Provisional appointments may be permitted in eligible cases, but detailed scrutiny remains necessary for sensitive posts.

The distinction is between appointments made provisionally while checks are underway and positions for which more comprehensive verification is required.

Police checks to cover residential history

The policy provides for police verification in candidates’ home districts and in districts where they have resided for more than one year during the preceding five years.

This wider verification process is intended to help authorities examine candidates’ backgrounds across their recent residential history rather than relying only on their permanent addresses.

Rules cover departments and public institutions

The order covers direct recruitment across state government departments and institutions operating under the government. Its stated scope includes corporations, councils, educational institutions, autonomous bodies, undertakings, panchayati institutions and urban local bodies.

The guidelines are intended to bring different government instructions on character and antecedent verification into a consolidated framework.
