CBI books Punjab CM’s OSD, five others in alleged corruption case

New Delhi, October 7 : The Central Bureau of Investigation (CBI) has registered an FIR against Punjab Chief Minister Bhagwant Mann’s Officer on Special Duty (OSD) Rajbir Singh Ghuman and five others over allegations of corruption, influence-peddling and manipulation of government decisions. The CBI searched Mann’s camp office in Sector 2, Chandigarh, along with premises linked to the accused in Sangrur, Mohali, Patiala, Ludhiana, Jalandhar and Gurdaspur. The searches were carried out after the Punjab and Haryana High Court ordered a CBI probe based on a report received from the Enforcement Directorate (ED).

According to the CBI, the case concerns allegations that the accused influenced and manipulated government decisions and administrative processes in return for alleged pecuniary benefits.
 
The allegations include interference in the postings of government officers, including IAS and IPS officers, departmental proceedings, policy formulation, administrative approvals, tender conditions, licensing matters, land-use conversion and property disputes. The accused have also been alleged to have interfered in revenue and land-related matters for monetary benefits.
 
The agency has also alleged that certain public servants accessed government drafts relating to orders and policies before they were officially issued and provided them to private individuals. The CBI is investigating whether such access was used to influence decisions or facilitate private interests.
 
 
 
The FIR names Rajbir Ghuman, OSD to the Punjab Chief Minister, along with Nitin Gohal, Jitin Gohal alias Raja, Romi Raja Mahajan, Bir Devinder and RS Nagra. The case also includes unknown public servants and private persons.
 
Following registration of the FIR, the CBI carried out coordinated searches at eight locations linked to the accused. The searches were conducted across Chandigarh, Mohali, Gurdaspur, Ludhiana, Patiala, Sangrur and Jalandhar.
 
During the searches, the agency seized laptops, mobile phones and various documents believed to be relevant to the investigation. The seized material is being examined to determine whether it contains evidence related to alleged bribery, manipulation of government processes or other irregularities.
 
The CBI said the investigation will examine the role of the accused in allegedly influencing official decisions and whether monetary or other benefits were exchanged for such assistance.
 
The case has been registered pursuant to the orders of the Punjab and Haryana High Court and the receipt of the ED report. The allegations are under investigation, and the registration of an FIR does not by itself establish the guilt of the accused.
