NIA files chargesheet against 9, including 2 Pakistan-based operatives in grenade attack on a women's police station in Haryana’s Sirsa, details

The National Investigation Agency (NIA) has filed a chargesheet against nine accused individuals, among them two Pakistani nationals, in relation to the grenade attack on the Sirsa women's police station in Haryana, which occurred in November 2025.

The two Pakistani nationals identified as handlers in the case are Shahzad Bhatti and Sohail Ahmad, also known as Sohail Baloch. The chargesheet additionally names several Indian nationals who have been arrested in connection with the case, identified as Dheeraj (alias Dhiru), Vikas (alias Vikky), Sandeep (alias Daimar), a second individual also named Vikas, Sushil (alias Sillu), Md Sijaan (alias Sijaan or Ghazi), and Gurjant Singh.
 
Granade attack Sirsa 

The chargesheet has been filed before the Special NIA Court in Panchkula and invokes provisions of the Unlawful Activities (Prevention) Act, relevant sections of the Bharatiya Nyaya Sanhita, and the Explosive Substances Act. According to the agency, the attack was part of a broader conspiracy orchestrated by Pakistani gangster-turned-terrorist Shahzad Bhatti, with the deliberate intent of spreading fear by targeting law enforcement personnel and police establishments across India.
 

The NIA stated, “Shahzad and Sohail had recruited and radicalised the arrested accused through social media platforms and encrypted communication channels, according to NIA investigations in the case (RC-24/2025/NIA/DLI).”
 
 

“In pursuance of the conspiracy, he had established operational modules in India and assigned local operatives to carry out grenade attacks on police establishments. Dheeraj was his principal India-based operative, responsible for coordinating the attacks with the local modules,” the agency said.

What happened in November 2025?

The grenade attack took place on November 25, 2025, targeting the women's police station in Sirsa, Haryana. The attack was also recorded by the accused on a mobile phone, with the intention of spreading it for publicity and dissemination. After conducting reconnaissance of potential targets, the accused chose the Sirsa women's police station. They travelled to Amritsar to procure the grenade used in the attack from one of the accused, Gurjant Singh.
 

The accused maintained contact with their handler and aides after the attack, with the NIA probe establishing a chain involving recruitment, financing, operational coordination, procurement of explosives, and execution of the terrorist act under the direction of the Pakistan-based handler. Having extensively examined digital, electronic, documentary, and forensic evidence, the NIA continues to investigate the wider conspiracy, including other foreign linkages and financial networks. The agency is also pursuing those accused who remain at large.
