Continuation of CSS approved to boost the infrastructure facilities of judiciary

New Delhi, November 16: The continuation of the Centrally Sponsored Scheme (CSS) for Development of Infrastructure Facilities for Judiciary beyond 12th Five Year Plan has been approved by the Cabinet. The period of time will be from 1st April 2017 to 31st March 2020.

 

The decision will be implemented through National Mission for the Justice Delivery and Legal Reforms which will cost Rs.3320 crore. An online monitoring system has been approved by the cabinet with geotagging by the Department of Justice.


With the help of this scheme, the availability of a suitable number of court halls and residential accommodation of judges of district and subordinate courts will be increased in the country and it will also help in improving the function and performance of the judiciary in the country.

Data collection on progress, completion of court halls, and residential units under constructions will be enabled by the online Monitoring system as well as the better asset management will also be enabled. The central assistance is provided to the State Governments/UT Administrations under the Centrally Sponsored Scheme (CSS) for development of Infrastructure Facilities for Judiciary for construction of court halls and residential units for Judicial Officers/Judges of District and Subordinate Courts. The funds sharing pattern for Centre and State is 60:40 in respect of States other than North Eastern and the Himalayan States. The funds sharing pattern is 90:10 in respect of North Eastern and the Himalayan States; and 100 percent in respect of Union Territories. This will help for completion of on-going projects for construction of 3,000 court halls and 1,800 residential units for judicial officers of District and Subordinate Courts.

The Department of Justice has been implementing the Centrally Sponsored Scheme (CSS) for Development of Infrastructure Facilities for the Judiciary since 1993-94 to enlarge the resources of the State Governments for construction of court, buildings and residential accommodation of judicial officers/ judges covering District and Subordinate Courts. Objectives of the Scheme is to improve the physical infrastructure of the Subordinate Courts as also the housing needs for judicial officers of District and Subordinate Courts in the country with a view to facilitating better justice delivery.
