This "Information Need" spying order from the US intelligence community orders long-term economic espionage against France in order to gather information on the economic activities of French enterprises and the economic policies and choices of the French government.

A previously leaked list of top National Security Agency's (NSA) French targets, known as 'IN 2002-204' (established in 2002 and updated for over a decade), specifies which specific information of interest ("Essential Elements of Information", EEI) the relevant signals intelligence units are authorised to acquire and report about France's economic relations with the United States, other countries, and international organisations, as well as its finance and trade policies and views on the G-8 and G-20 agendas, are examples of these criteria.
Elements backed by espionage are referred to as "Supported Elements" because they receive intelligence reports produced from espionage.

The report says," To gather information on French sales and financing of major projects in telecommunication, electrical generation, gas, oil, nuclear, and renewable energy, as well as environmental and healthcare technologies, the United States has issued an economic espionage order ("Essential Elements of Information"). In addition, any French firm conversations and contracts worth above $200 million must be intercepted and reported. Various US trade, political, and intelligence institutions will be notified of the spying's findings ("Supported Elements")."

After the public release of these documents, people are now asking questions to the administration and France is angry altogether. only the time will tell what else is going to be served in the plate of Biden Administration.
