In September, Oxfam had lashed out at Home Minister Amit Shah for FCRA Bill 2020 because his so-called "interests" were going to be badly hit once the FCRA gets amended. This came as FCRA Bill 2020 was going to affect CES and Oxfam. Behar had tweeted, "Devastating blow. Red carpet welcome for foreign investments for businesses but stifling and squeezing the non profit sector by creating new hurdles for foreign aid which 'could help people out of poverty, ill healh and illiteracy.

However, the LRO had revealed these trusts were getting millions of rupees from suspicious sources, specifically from Hong Kong and Canada. One of CES donor named Comité Catholique Contre's (CCFD-Terre solidaire stated that it is a Catholic committee which is against hunger and for development. However there was no evidences of CES working on hunger and development. Similarly, there were several donors who seemed sceptical. With that, many revelations popped up against such NGOs who are running anti-national activities by LRO in September.

Speaking about the FCRA violations by these NGOs, the validity of FCRA registration of those NGOs that were expiring between September 29, 2020, and September 30, 2021, was extended till December 31, 2021. And notably, FCRA registration is a mandatory requirement to receive foreign funds.

On December 31, the Home Ministry extended the validity till March 31, 2022, provided the renewal request has not been refused or the NGOs applied within six months of their expiry date. According to the updated list, NGOs whose registration was ceased contained the names of 5,933 NGOs.
