A bench comprising Chief Justice Surya Kant and Justices Joymalya Bagchi and V Mohana was informed about the matter by Solicitor General Tushar Mehta, who appeared for the NHAI.

Mehta told the court that a special bench headed by Justice Vikram Nath had directed the NHAI to establish shelters for stray cattle across the country. He argued that construction of such shelters should be carried out by local authorities.

According to the NHAI, complying with the direction to establish shelters across the country would involve an estimated expenditure of around Rs 7,000 crore.
