Manipur: Security forces arrest KCP leader; large weapons stockpile seized

On Thursday, 28th May, Indian security forces arrested Haobijam Dilip Singh, a senior commander of the banned Manipuri militant group Kangleipak Communist Party (KCP).

The arrest was carried out during a joint operation involving the Special Cell of the Delhi Police, the Manipur Police, and central intelligence agencies. Acting on specific intelligence inputs, officials arrested Singh shortly after he arrived in Delhi.
 
According to senior security officials, Singh had come to the national capital for a “secret meeting.” Intelligence agencies have now launched an investigation into his local contacts, movements in the city, and the purpose of his visit. Authorities are also examining whether the militant group was trying to build a network or plan operations in Delhi or other major cities.

Officials said Singh is wanted in more than a dozen cases registered under the Unlawful Activities (Prevention) Act (UAPA). They described him as a “high-value operative” linked to a larger network currently under investigation.
Following his arrest, security forces reportedly recovered a large cache of weapons and explosives from a hidden location in Manipur’s Kakching district during a midnight operation. Officials suspect the stockpile may have been intended for large-scale violence in Northeast India.

The recovered items included an AK-56 rifle, an Amogh rifle, an AI rifle, and an M4 rifle fitted with a tactical scope. Security forces also seized nearly 2,000 live cartridges of different calibres, dozens of empty magazines, 51 high-explosive bombs, two para bombs, 11 detonators, four plethora shells, tactical bags, tarpaulin sheets, and a Redmi 13C mobile phone with Airtel and Jio SIM cards. The phone has been sent for cyber forensic analysis.
 
The Kangleipak Communist Party has been banned by the Government of India over allegations of violent separatist activities and extortion operations in Manipur.
