On Thursday, July 23, the Delhi High Court agreed to hear a public interest litigation on Friday seeking an NIA probe into the Cockroach Janta Party protests, the July 20 march to Parliament, and allegations of foreign funding to the group.
The plea states that the protest does not appear to be a genuine student-led movement but rather part of a broader conspiracy allegedly backed by anti-national and foreign actors aiming to destabilise the country through financial means.
Aggarwal has asked the Court to direct the NIA or another specialised agency to investigate the protests, take over all FIRs filed by Delhi Police relating to the violence, and identify and prosecute those responsible for the vandalism, obstruction of emergency services, and other offences. He has argued that the matter should not be dismissed as a routine public protest but demands a thorough investigation by a national security agency to uncover any wider conspiracy.
The plea was mentioned for urgent listing before a Bench of Chief Justice DK Upadhyaya and Justice Tejas Karia. Advocate Barun Kumar Sinha, representing the petitioner, argued that the so-called student agitation had brought the capital to a standstill, blocking roads and causing hardship to citizens. The Court agreed to list the matter for hearing the next day.
The petition was filed by Satish Kumar Aggarwal, former Vice-President of the Akhil Bharat Hindu Mahasabha, who states the agitation, which began over the NEET paper leak and demands for Education Minister Dharmendra Pradhan's resignation, was never a genuine student movement. He alleges it was instead engineered by anti-national and foreign elements seeking to destabilise the country through external funding and financial influence.
The plea states that the July 20 protest led to blocked roads, damage to public and private property, attacks on journalists, injuries to police personnel, and attempts to march toward Parliament. It further alleges that several political leaders hijacked and steered the protest, allegedly encouraging participants toward violence and attempts to breach Parliament's security. Those named include Arvind Kejriwal, Manish Sisodia, Sanjay Singh, Atishi Marlena, Dimple Yadav, Dharmendra Yadav, and Chandra Shekhar Azad.
