The NIA said it had received information that ISIS hatched a conspiracy to recruit and radicalise young Muslims in India to wage violent jihad against the Indian state.

It should be noted that ISIS had been releasing an online monthly India-centric magazine named ‘the Voice of Hind’ (VOH) since February 2020. This magazine emerged as a fountainhead of the large-scale radicalization of Muslim youth towards Jihad.

The raids were conducted in the districts of Srinagar, Baramulla, Kulgam, and Anantnag. NIA said that it seized a large number of digital devices such as mobile phones, hard disks, SD cards, etc used in the running of the magazine.

The arrested people were identified as Umar Nisar, Tanveer Ahmed Bhat, and Rameez Lone. They have created a network online to disseminate propaganda material in order to recruit young individuals.

"NIA had received information that proscribed terrorist organization ISIS has hatched a conspiracy to radicalize and recruit impressionable Muslim youth in India to wage violent Jihad against the Indian state and in order to execute its nefarious plan an organized campaign has been launched over the cyberspace which is supplemented by on-ground terror financing activities," the agency said in a statement.

"ISIS terrorists operating from various conflict zones along with ISIS cadres in India, by assuming pseudo-online identities, have created a network wherein ISIS-related propaganda material is disseminated for radicalizing and recruiting members into ISIS fold," the statement read further.

According to the source, one of the arrested persons Umar was a very important link between the ISIS operatives in India and Afghan-Pak-based ISIS handlers. Since 2017, he was in regular contact with Aijaz Ahangar, the Wali of ISJK/HP and an old prodigy of Pakistan ISI, originally hailing from Srinagar.

Following the direction of the Aijaz Ahangar, Umar Nisar motivated terrorists belonging to different factions to join ISIS/ISJK. Umar Nisar organized a Bayah (Oath of allegiance) to ISIS in September 2017 in the jungles of Pulwama.
