In the tweet, Sambit Patra posted a ‘Toolkit’ document and said, the document was prepared to malign the image of the Modi government, as manipulated media. "Friends look at the #CongressToolKit in extending help to the needy during the Pandemic! More of a PR exercise with the help of ‘Friendly Journalists’ & ‘Influencers’ than a soulful endeavor. Read for yourselves the agenda of the Congress,” he said in the tweet.

Twitter took the action after Congress wrote a letter to social media giant after BJP exposed their tool kit on social media. In an attempt to cover up the whole mess they asked Twitter to suspend accounts of BJP president JP Nadda, Union minister Smriti Irani, and BJP leaders Sambit Patra and BL Santosh for allegedly “spreading misinformation”.

The Congress in the letter said, senior functionaries of the BJP were “grossly misusing” Twitter and this has led to “large-scale dissemination of false information and has the potential to cause social unrest in the country.” The opposition party has insisted that the toolkit documents flagged by the BJP are "fake".

On Tuesday, the congress toolkit" was leaked on social media. The "toolkit" states that the Covid-19 pandemic is an opportunity to "destroy the image of Prime Minister Modi. It states that to achieve it, International media coverage by foreign corespondents can be tailored and a liaison be established with foreign journalists and Indian oped writers in foreign publications.
