NEET 2026 paper leak: How RCC's Shivraj Motegaonkar posed as God's chosen one to feed students leaked question papers before exam

The NEET-UG 2026 paper leak case saw a major development on Monday, 18th May, after the Central Bureau of Investigation (CBI) arrested Shivraj Motegaonkar, one of Maharashtra’s well-known coaching figures based in Latur, Maharashtra.

Motegaonkar, the founder of RCC Classes in Latur, was taken into custody after being questioned twice over the past week. According to the CBI, he was allegedly an active member of the network accused of leaking and distributing NEET-UG 2026 question papers before the May 3 examination. His arrest has taken the total number of accused in the case to 10, of which 6 are from Maharashtra.

Shivraj Motegaonkar, popularly known as “M Sir” in Maharashtra’s coaching circles, is an allegedly well-known figure in the state’s NEET and JEE preparation industry. A chemistry teacher from Latur, Motegaonkar, transformed RCC Classes (Renukai Career Center) into one of the state's biggest coaching brands. '

It is believed that he led students and the preparation industry to believe that he was God's favourite child and that Lord Pandurang had offered him special blessings. He also made the students believe that he could dream about what questions would definitely appear in the examination, and so he could help the students with their preparations in advance perfectly.
 

However, it is revealed that 'M Sir' has allegedly been at the centre of the paper leak scam and that he had early access to the final question papers almost every year. Following this, he made his students solve and learn answers to the same under the guise of a 'Guest Question Paper' just before the exams.

In a statement, the CBI said that searches carried out at RCC Coaching Institute and the residence of Shivraj Motegaonkar led to the recovery of a chemistry question bank that allegedly contained “the same questions” as those asked in the NEET-UG 2026 examination.
 
 

The agency stated, “Searches conducted at his institute and residence resulted in the recovery of a chemistry question bank containing the same questions that appeared in the NEET exam held on May 3.” Investigators have also alleged that Motegaonkar shared close links with P V Kulkarni, a chemistry lecturer associated with the National Testing Agency (NTA).

According to the CBI, searches were conducted at five locations in the last 24 hours, and investigators seized "several incriminating documents, laptops, and mobile phones". The agency said forensic analysis of the seized material is underway. The CBI further alleged that leaked chemistry and biology papers were circulated before the examination and that middlemen involved in mobilising students for special coaching sessions had also been arrested.
 

Interestingly, days before the arrest, a video from an RCC session began circulating online. In the clip, Motegaonkar is seen asking students how many questions from RCC mock tests appeared in the actual NEET paper. Students are heard responding that most of them did.
 
 

The CBI is now examining 42 chemistry questions circulated by RCC before the exam as "guess questions", after similarities were allegedly found between those questions and portions of the leaked paper. According to the agency's grounds of arrest, investigators alleged that Motegaonkar received copies of NEET-UG 2026 question papers and answers before the examination "in conspiracy with other accused persons and public servants associated with the National Testing Agency".
 

The agency has also alleged that handwritten copies of leaked questions and answers were supplied to several people, including one Vivek Patil. Searches conducted at Motegaonkar's residence on May 14 allegedly led to the recovery of leaked questions from his mobile phone, which has now been sent for forensic examination. The CBI has further alleged that leaked papers were destroyed after the examination.

Motegaonkar's RCC Classes have a massive digital footprint. With over 66,000 followers on Instagram and an active presence on YouTube, WhatsApp, and its own app on the Google Play Store, the institute is widely known for its chemistry notes, test series, and exam-focused teaching methods, attracting NEET, JEE, and CET aspirants from across Maharashtra.
